This won't work because it doesn't have -l package-compile in it.
This is now fixed in CVS, by substituting $(BOOT_XEMACS) for $(XEMACS).
We should consider getting rid of BOOT_XEMACS and doing
XEMACS = $(XEMACS) -all -the -boot_xemacs -options
(No, it's not that easy, I know.)
