21.4.5 Can't "make-frame-on-display"

After upgrading to 21.4.5 (from 21.4.4) I can no longer do a "make-frame-on-display", where the target display is a VNC display. 21.4.4 works just fine, whereas 21.4.5 spits out a slew of messages like the ones below and then hangs. Suggestions?
