ISO 8859/6 is not XEmacs-specific. It's an international standard.
Whether any Arabic-speakers use it any more, I don't know.
The Emacs-specific charsets are thai-xtis, the split-format Big5, the
Unicode-JIT sets (since we have no support for them other than
maintaining identity in a buffer) and (to some extent) the
mule-unicode sets. AFAIK everything else is based on international,
or at least national, standards.
