under cygwin. It works fine under Gentoo with 21.5.
The miscommunication is at least half on my part. I can say that the
usual idiom I would use express this is "21.5 *on* Cygwin". That
would be clearer to me. Please don't make unusual effort to remember
it.
Ah, OK. Are you running an X version or the native Windows GUI? If
you are using an X server it should work.
Doing this under Windows involves different magic. Do dialogs have
title bars under Windows? If so, it's probably hopeless unless we get
somebody with Windows GUI programming experience. If they don't,
there may be a Lisp interface to suppress decorations.
