Of course as user you're free to do what you want, but it's easier to
track bugs if we know what packages and functions came from where.
And it's probably not a good idea to put stuff in xemacs-packages if
it isn't really a package yet.
Steve: is there some way that people with commit privileges can be
allowed to create packages in CVS without interfering with your work?
I'm thinking about something like adding a
.../alpha-packages/$developer-name/$package-name hierarchy parallel to
the "official" .../packages/xemacs-packages hierarchy.
I'm just guessing, but probably we can just drop the standard
makefiles and XEmacs.rules (maybe with STAGING defaulting to somewhere
other than the usual "official packages" STAGING) in there.
