What do you mean by "seems not to work"? Does it work in other
programs? Does XEmacs "see" the key (either executing a command or
giving a "key not bound" error)?
As far as I know, XEmacs can't stop the window manager from receiving
KeyPress events and acting on them, so I believe this is a window
manager issue.
Perhaps you need to tell the window manager to act on its shortcut
keys when the pointer is inside a window (other than the root window
of the X11 display, and not in the window decorations).
