Jan, what is current status on Custom and faces?

The problem is that Custom uses a different font model from the
internal implementation. It used to be (20.3 and maybe 20.4) that
there was special purpose Lisp code for changing faces, but this
conflicted with Custom. So there was a complete changeover of all
face customization to Custom, and there are still bugs and omissions
in the support.
Eg, AFAIK Custom still has no concept of a non-ASCII/ISO-8859-1 font,
although that may have changed. The person who knows most about this
is probably Jan Vroonhof <vroonhof(a)math.ethz.ch>. He has been active
in working on Custom (checking xemacs-patches and the changelogs) off
and on, but he hasn't issued a status report in some time.

You are doing nothing wrong, this is a true bug, it is long-standing,
it is very hard to fix correctly. It is being worked on, but there
have been debates about the best approach to fixing it.
