I suspect this requires changes to the Lisp functions to conform to
the expectations of your window manager. ISTR that
freedesktop.org
has published a bunch of new protocols for window managers, which
XEmacs doesn't participate in.
You could try rebuilding XEmacs with GTK support, but that's probably
pretty painful itself (since as yet XEmacs only supports GTK v1 which
is way obsolete by now). And it's not at all guaranteed to work (for
the same reason).
