AUCTeX obeys the current setting of XEmacs. Enable it by default
within XEmacs, and you'll have preview-latex users at least as a test
audience. And the problem reports will wind up at your own door.
First-hand reports instead of year-old hearsay.
Enabling it in AUCTeX by default will, even if I take your word as
gospel, cause trouble for all users with older versions, presumably
also XEmacs 21.4. It would be nonsensical to subject people to
balloon-help in older XEmacs versions for which you rightly can
decline responsibility, having already fixed them.
In short: it's your own call to make. preview-latex puts all the
requisite extent properties on the stuff already. No further action
is required than
(balloon-help-mode 1)
to use them.
