Hi Matthew,
what is the exact URL you used?
You scared me for a second with your 10158MB :-)
Downloading with IE 5.5 I get this:
Downloaded: 9.91 MB in 3 min 34 sec
Transfer rate: 47.4 KB/sec
Using wget I see this:
wget
http://ftp.dk.xemacs.org/pub/emacs/xemacs/beta/xemacs-21.5/xemacs-21.5.1....
2001-06-14 09:54:52+0200 (49.80 KB/s) - `xemacs-21.5.1.tar.gz' saved
[10402089/10402089]
(/ 10402089.0 1024 1024) 9.920205116271973 MB
All this with 128/768Kbit DSL from Munich Germany.
