As for an automated system, nobody has actually put any effort into
doing anything about it. Bugzilla is unacceptable to me because it's
still very email unfriendly, and apparently nobody feels very strongly
about overriding my expressed preference.
Just to let you know that a "XEmacs-based" project is trying to do BTS
with Bugzilla... :-)
At SXEmacs, we're using Bugzilla[1], hooked up to a PostgreSQL db[2].
And I agree, it is very email unfriendly.
There does exist some things in the contrib dir that gives some limited
functionality via email. I haven't looked at them so can't comment,
sorry.
What we are hoping to do is write our own elisp based interface to our
Bugzilla that talks directly to the PostgreSQL db, completely
bypassing the web interface.
Obviously that falls down if the bug the user is trying to report is
"SXEmacs always segfaults when I try to start it", or if they don't
have (featurep 'postgresql). Under these circumstances the user would
have to either use the web interface, or (if we can get it working) do
it via email.

[2] The latest Bugzilla now supports this out of the box so you no
longer have to use the Redcrap-mangled version.
