I think xemacs-mule would be the better place to ask,
I think your fix is correct (I think this is the way it is done in the
Japanese environment).
The problem is that part of a newer Mule API are trickling into to the
mule-base package that shouldn't (AFAIK japanese also doesn't work
with 21.1.7) :-(
