Christoph, please don't require overlay.el in any packages. XEmacs
should be usable without the evil "fsf-compat" package, which I
regularly choose not to install.
Besides, overlay.el does not implement all the overlay functionality
in its glorious idiosincrasies. If an application wants to use a
subset of overlay/extent functionality, and wishes to be portable
across Emacsen, it's trivial to define a compatibility layer like Gnus
does.
I've got to admit that this bit concerns me. Overlays are,
generally evil and our copy of info-look.el doesn't have this. Is
it really necessary? Should it be done some other way (extents)?
If at all possible, it should be done with extents.
