Well, the vision seems hard. Although that is probably the most
important thing but let's drop that for a while and look into goals

My suggestion for a plan would be this:
- Go GPLv3 for the next release after that.
Oh yes, reftex
is still not upgraded because of this issue.
2 things I would like to add
- better compatibility with GNU emacs (fsf-compat): most of the
package today posted are for GNU emacs exclusively. Sometimes the
fix is trivial via an alias, sometimes it is more or less easy by
using the functions provided in GNU emacs, but not yet
implemented in Xemacs (save the GPLv3 question). Sometimes very
hard because of very different implementation or built-in
functions. But still the first two parts could be done.
- PUI should support 3rd party pkg in the package system. Some
years ago I wrote a trivial set of functions for installing 3rd
party packages in site-packages. However they are not displayed
in PUI.
