We ignore them. Since I don't recall seeing GPLv3 notices go by on
xemacs-patches, The code was presumably added by the authors or their
delegates (ie, package maintainers), and that's tacit permission to
distribute. Even if you know otherwise, we should have a GPLv3
release soon enough to make the issue moot before anybody gets around
to complaining.
