I've been working on this code, and the answer so far is "I don't
know." It's pretty messy in there...

Maybe you have `package-get-dir' set?
The index is not considered authoritative; it's used only to get the
packages available from one site. It's always updated before actually
downloading. So there's no particular reason why there should be a
single copy system-wide, and in fact it could optionally be deleted
after downloading.
