No, any request can be an issue in the tracker I think.
What Mats said. Use the "new package" module to make it easy to get a
list.
Bigger packages will require more work and are then not that likely
to be added unless someone volunteers as a maintainer.
Exactly.
Out of courtesy it is also always good to check with the author if
it is OK to add the package even though the licensing might not
need it.
Authors also are frequently willing to become maintainer, or provide a
connection to somebody is, although now that GNU has a competing
package system we may not get lucky as often.
