OK. So it is clear from the FAQ that is it Jan Vroonhof who
contributed this. From Jerrys "GPL version 3 source survey" we have
the comment "(probably Steve Baur or Jan Vroonhof, email pending
2009/11/10 --sjt)"
So we have had no success, a year has passed!?, in finding Jan
Vroonhof to give his permission to make the file GPLv3 or
later. (Stephen?)
Due to the short size of the contribution, 11 lines, would it be OK to
copyright this to Jan Vroonhof but leave it with no license?

Thanks. Can I take that as GPLv3 or later?
A question about short files (which etc/gtkrc is an example of. It is
only eight lines.) Shall we make these files longer by inserting
copyright notices and license text or shall we adopt the "shorter than
10 lines rules" and just keep them as they are? Or do we only apply
that when both author and license can't be deduced?
