texinfo.tex is to old in 21.4 too (was: Latest 21.5 updates: texinfo breaks in compiling)

21.4 probably like stability a lot, so may be using relatively ancient
systems like Debian stable).
I guess the texinfo.tex files are different on 21.4 and 21.5 so that
part of the patch can't be used.
That's a risky guess, we should check first.
