It's in JDE's. defcustoms can, and in JDE do, contain arbitrary
executable code. jde-gen.el ;;;###autoloads a lot of defcustoms.

By the way, I just cvs up'd my 21.4, added Vin's change, and got to
the same point he did. Mac OS X "Tiger" 10.4.11, with a Mule XEmacs
21.4.
