overriding-local-map - Keymap that overrides all other local keymaps.
overriding-terminal-local-map - Keymap that overrides all other local keymaps, for
the selected console only.
I'm not sure if these do the right thing for your case.
Possibly not, I think they override all of gnus’
bindings. global-window-system-map and global-tty-map probably do what he
wants, though.
