In NEWS:
** New locations for early package hierarchies.
XEmacs now locates the early package hierarchies at
~/.xemacs/mule-packages/ and ~/.xemacs/xemacs-packages/. Previously,
the early packages were located in ~/.xemacs/.
In Info (under "How XEmacs finds Directories and Files" -> "Package
Hierarchies"):
By default, XEmacs expects an early package hierarchy in the
subdirectory `.xemacs/xemacs-packages' of the user's home directory.
