Interestingly, I do not observe the problem with Emacs, only XEmacs. I
really do want to blame fglrx, but as I said, running with vesa doesn't
fix it. Thanks for the help.

Interesting. Thanks for the confirmation!
My guess is that there are very few line-oriented advanced redisplays,
maybe none except for Emacs derivatives.
