Ahhh... we've made the mistake in 21.2 of not upgrading these two
files in sync.
Examining the 21.2 ChangeLog, there are these entries:

Kevin and Hans: your changes, if any, have been wiped out by our
recent upgrade to config.sub/config.guess. It would be good if you
could test xemacs-21.2.27 when it is released within a few days.
Changes to these files must be coordinated through the autoconf
maintainers.
Hans: the current config.guess knows about OpenBsd.
