No, we couldn't. Some preprocessors can't handle long strings. This
is why we started using comments in the first place.
In fact, if you take a closer look at FSF Emacs, you'll notice that
they use comments in some places where strings don't cut it. Look at
the FSF docstrings of mode-line-format, buffer-display-table,
buffer-undo-list (all in src/buffer.c) and some others.
