Whether there is an "iso-to-koi" translation is a matter of
interpretation. In particular, I was thinking of an alternative
implementation, leaving the guts of x_keysym_to_character untouched,
and applying a translation to the "canonical" iso 8859/5 in a hook
called at the end of that function. I now see that's a bad idea, but
that's why I talk about such a translation.
There may not currently be an official concept of "Latin-2 buffer" in
no-mule, but Hrvoje has outlined some hacks that would make it
possible at the Lisp level. It is important that we not eliminate
that possibility in the process of making use of koi8-r fonts
possible, robust, and convenient for users of Cyrillic.

"We Cyrillic users," yes. "We XEmacs maintainers" have to be more
careful.
We've already been through this with Japanese. Mule XEmacs has had
all kinds of trouble with Japanese-specific hacks and "standard
conformant" implementations that somehow only work well for Japanese.
I want to avoid that kind of problem with this Cyrillic support.
If you want to start coding, that's fine. I'm just telling you about
the kinds of problems with "straightforward" coding to deal with
locale-specific problems that we've had in the past, and that I want
to avoid them this time around. If your code doesn't address those
issues, it will take longer to get integrated.

The point is that they mostly don't exist, and the ones that do aren't
very good -- they were written by CCL programmers, not by people who
know the languages. CCL is badly documented -- I should know, I
compiled most of what's available outside of comments in the source.
So it's hard for people who know what the users need to write CCL.
