No, they don't need to change *their* practice as long as it's license-
compatible. As David says, we're within our rights to distribute
under GPL. The question is, would they be offended if we did
distribute that way and point to their distribution as the upstream
source with a permissive license?
Strictly speaking, as long as we make *no* changes to their code, it's
not a problem; we can claim "mere aggregation". However, to
incorporate their code in our package distribution, we need to add the
package Makefile and other metadata, and *that* is a nontrivial change
that makes it a derivative of XEmacs. So I would like to cover our
butts by distributing under GPL.
