Global menubars? Yes. P-A-C-K-A-G-E them. Indexing such packages
sensibly might be difficult, but keeping one level of undo in
lisp/menubar-items.el in case of _massive_ changes like the current
one should be trivial. The same strategy would work to mollify those
who hate accelerators, but I think that it's preferable to have a way
to make XEmacs ignore them upon command.
