But which tramp do you mean? I see :
tramp1-development
tramp-stable
tramp2-development
They are all the same, more or less. Maybe you try
tramp2-development.
Usage is simple: unpack in some directory, add tramp/lisp subdir to
load-path, (require 'tramp).
