The latest checked in version of CHANGES-msw doesn't mention XEmacs 21.4.7
or anything about revert-buffer.
However, the email announcement for XEmacs 21.4.7 has the following line:
- Fixed revert-buffer to not revert in the case that there is
nothing to be done.
If thats what you're referring to, I believe my problem is different than
that. The file actually has changed on disk but XEmacs is not re-reading it
in properly.

See the CHANGES-msw file. Andy did this on purpose. It's not in the
mainline.
