 The idea is that people doing development work in the packages should
 find their way there. It is boring and time consuming to rebuild the
 whole package tree for each change you do to a single package.
 
 The smoketest provides a service for the package developers and for
 people that use cvs as source for the packages that the whole tree
 compiles OK. So they should find their way there. If showing it under
 development makes that happen then it is a good thing. 
Exactly.  I don't think we have a section in the web that would be
regularly used by developers, except for maybe manuals. 
Develop/index.html, Develop/packages.html or Debug/index.html are
equally fine with me.
