win32 library binaries

i've put pre-built native windows binaries of the standard graphics libraries that xemacs needs [png, zlib, xpm, jpeg] in ftp://ftp.xemacs.org/pub/xemacs/aux/win32/ binaries for cvs and ssh are also there. i also moved the cygwin binaries to ftp://ftp.xemacs.org/pub/xemacs/aux/cygwin/ the symlinks have been updated to the new location. -- Ben In order to save my hands, I am cutting back on my mail.
