I don't see this problem > with xemacs running locally, nor with any other program run over ssh. There is a known problem where the Linux kernel, ssh, and XEmacs interact badly. It also affects GNU Emacs. It's been a while since I've heard such reports, so your issue may be something different. I'll have to dig up those reports; there was a workaround (some unusual way to configure XEmacs or ssh).
