Site->Pre-Releases->Us to France->US Preleases (Main XEmacs Site)
I then choose Tools->Packages->List and Install
xemacs-base 2.10 2.16 Fundamental XEmacs support, you
almost certainly need this.
This is with XEmacs 21.4.20. The last few updates have not worked.
I just checked the UK and the FR mirror. Both have the newest version
2.17 of the xemacs package. I also tested the download from the main
site and get the correct package.
