I guess I sure wouldn't veto a patch that unpackaged a copy of
EFS
and/or xemacs-base at "make install" provided they can be upgraded as
normal packages. (The better solution would be to have XEmacs talk
http to bootstrap).

Having it auto-bootstrap via http *would* be a nice feature, but some sites
*will* have to keep working in the "FTP and sneakernet 4 tarballs and build
by hand" scheme.
