package-get-base.el is machine generated isn't it. Note that a lot of
the current package tools assume package-get-base.el is correct.

P.S. I would prefere if any updated package-get-base.el also gets into
the CVS quickly (indepenent of XEmacs releases) but that is just me
being lazy.
P.P.S. Would it be possible to seperate the package dir such that
../binary-packages contains only the latest and ../old-binary-packages
contain the old ones. This would make ../binary-packages much less crowded
