21.2 is for introducing new things. Both the UCS and the shlib
changes have exhited severe brokenness, for example.
Let's get 21.0 out with the current settings for BS/DEL. Let's go
back to finding and fixing the other brown paper bag bugs in 21.0 and
21.1. It will be a while before 21.2 is released. We have time to
fix any remaining BS/DEL bugs. But I think it's very important to
turn it on in 21.2 NOW.
