For me it behaves as expected, and notes "No differences to ... since latest
version".
What happens if you run cvs diff directly in that directory?
Also, which version of XEmacs are you using? If 21.4.x, did you remove
auto-autoloads.elc from the directory you installed the new vc to
(after "make install"), see
