this sounds like a package problem.

FYI:
Just to let you know that the latest version of Mule available on
ftp.xemacs.org
does not work properly in xemacs running native on a cleanly installed version
of Windows XP.It fails with the error:
(1) (warning/warning) Autoload error in:
c:\Program Files\XEmacs\xemacs-packages\lisp\skk\auto-autoloads:
Cannot open load file: mule
(2) (warning/warning) Autoload error in:
c:\Program Files\XEmacs\xemacs-packages\lisp\lookup\auto-autoloads:
Cannot open load file: mule
The same version of xemacs + Mule installed on Windows 2000 worked just fine.
