Yes, please *DO* allow install into arbitrary directories. I'd be
perfectly happy if there was a requirement that it *look* like a
plausible subdirectory layout, and if you had to do a manual
(setq yadda yadda) to enable it. Without this, I'll be forced to
do manual FTP/unpack to upgrade packages on our systems that use Depot.
