Well, for the naive, simple, dumb, solution the coordination would be
sort of done by the locale package. When it is built it will fetch all
translations from all packages.
But where are the translations? This will require mandating a
particular format for source packages, with a specific file to contain
the translations. This is a step backward toward the monolithic
design of GNU.
I guess it ought to be an easy thing for instance to read in all
files in the app-defaults folder, and not only the Emacs file.
This won't be backward-compatible, unless we can arrange for to do it
via auto-autoloads. I'm not sure how well Lisp supports that kind of
thing.
Since we don't have any such packages at this point I don't think we
should spend much more time on discussing it.
