OK, more progress, of a kind.
I've managed to recompile a very lightly-editted version of the
r21-5-29 sources, which should give me something little different from
the binary I have from 2010 of b29. The news which no longer
surprises me (I worked my way backwards from b30 (known not to work)
to b29 by stages in revision space, but never won) is that this
version _also_ fails to run M-x shell.
So, I now suspect it's a change since 2009 in on or more of the static w32api
libraries -- my old binary sucked in something which worked when it
was built in December 2010, but the new one is getting something
different, which doesn't work.
I guess I'll try some hairy overwriting experiments to see if I can
detect which one(s) it is that is/are causing the problem.
