do you have xaw3d and xaw3d-devel packages installed? I don't have

Some widgets (the scrollbars, toolbars, separators, modeline, and
menubar) are provided by the Lucid library or XEmacs itself, and they
will be 3d. The tab control widget and progress bar are adapted from
Ed Falk's library, and may provided their own 3d aspects, too.
It's also possible that Athena now does 3d (they've bumped the major
version a couple of times in the last couple of years).
