I'm using the sumo tarballs, i.e. I certainly have latin-unity
installed. And I have
(require 'latin-unity)
(require 'latin-euro-input)
Probably further enabling is not required.
If you already do, then my guess is
that Mule-UCS doesn't know about Latin-9.
