auto-mode-alist in general is grubby, certainly for defaults, although
useful for any given user. Too likely to screw up some users.
Wouldn't it be better to have something on `find-file-hooks' that
looks for DTD declarations in the first line?
In the long run, Ben's generalization of "file-coding" (what a
misleading name that is) may make it possible to do this kind of
thing by default, automatically, and reliably.
