Fink. Probably the only Apple component on your box is the X server.

The same error shows up in my console whenever I launch XEmacs from a
terminal prompt and have it run in its own window but not when I run it as a
TTY. I do not have Fink installed but have a system with Apple's v1 X11.app
and system 10.3.2 (XEmacs 21.5.b16 latest CVS). I think that error comment
has been showing up at least since 21.5.b15. I figured it was because of
problems with the way Darwin handles locale--only because many have
complained in the past about other X programs having problems with Darwin's
locale implementation. I also set a lot of font characteristics early in my
init file.
It also showed up when I was using XDarwin and regardless of window managers
I used.
