When you have done a reasonable effort to getting in contact with the
author, and that fails, it is up to what the license says in the
file.
He's probably still reachable:

But that page says that wdired is now "in Emacs", so he's probably
signed papers and it's owned by the FSF. ... Yup, there it is.
You might want to do a diff to see anything has changed, but it's
probably best to use the Emacs version.
