Top-posting, unnecessary quoting, and other netiquette violations

People, would you please take the time to delete unreferenced quoted text? I don't know where the problem is yet, but a Mule build of 21.5.13 with full error-checking with the current Gnus package takes nearly 15 seconds to display a 600 line message. I suspect it's inherent in the Mule error checking: checking that a character is correctly formed requires scanning the buffer from the beginning. I'd turn that off, except that we know for sure that something is broken from the various failures we see complaining about malformed characters.
