Later, EFS was used to implement the package-ui stuff, and became a dependency. However, there is no real provision for including packages with the core, and EFS is a complex package with a separate maintainer. It wasn't considered appropriate to try to pull it back into XEmacs. No. 12 years is a long time, and there may not have been much discussion.
