What exactly do you mean by "requires packages from"?
From a quick glance, I can see nothing in the Quick Start Guide
suggesting that packages be put into $prefix/lib/xemacs-21.1.6. In
fact, the very first thing it says about the location of packages is
this:
Local and 3rd party packages go here: $prefix/lib/xemacs/site-packages
Only searched by MULE-enabled XEmacsen:
$prefix/lib/xemacs/mule-packages
Normal packages go here: $prefix/lib/xemacs/xemacs-packages
